software quality, process dynamics, software development economics, software project management.
Professional History: Bill joined the University of Idaho in 1980 then became
one of the charter members of the department when it was formed in 1981. He graduated from the
University of Idaho in 1968 with a B.S. degree in Electrical Engineering. Following graduation
he joined the engineering staff of the General Electric Company in Houston, TX where he worked on
development of hardware and software for automated test system used by NASA on the Apollo and
Space Shuttle Programs. While in Houston, Bill completed an MS in Electrical Engineering at
the University of Houston. In 1975 Bill relocated with GE to Sunnyvale, CA where he served as
the manager of a project management group supporting the development of command and control
software for the US Air Force. Since joining the University of Idaho, Bill has completed
two year-long sabattical leaves. During 1989 and 1990 he worked for Varian Medical Systems
in Palo Alto, CA providing expertise in software development processes and quality assurance.
Then in 1998 and 1999 he worked for Hewlett-Packard Co, Boise, ID contributing to the
evolution of software development processes used to deliver firmware for the LaserJet printer
product line.
